does cep3 need to be in a certain folder?

i've installed cep3, but some downloads still dont show up in the game although i have the meshes, so is there a certain folder it neds to be in or something??

The CEP makes re-colours of Maxis objects available. Any new meshes do not need the CEP to work. Your problem must be caused by something else... run through this checklist. (http://www.modthesims2.com/showthread.php?t=52706)
