I got a warning that said I may need to reinstall OFB before I run the patch is this normal?

This usually means that you have a script mod that the installer has detected. This could include:
Camera mods
Lighting mods
Altered graphics scripts
Altered startup text scripts
Objects.package file marked read-only
Wall mods
If you have any of these or any other mods you will need to restore the scripts to how they were; if you cannot do that then reinstalling may be easier. Backup your game files first as uninstalling will delete them:
