I was wondering how to make an unusable item into a usable item if possible?

I downloaded a scale to measure items on. Where I got it said its only for display and I was wondering if there was any way I could actualy make it usable where I could actualy measure items on it.

Err, no. No, you can't. If an item's decorative, it's purely decorative and there's not much you can do to change that. Usability, animations, and interactions must be set up by the original creator when they make an item, and there are rather severe limits to what is even possible in modding.
