deleting a neighborhood

if i delete my 1st neighborhood (where i was allowed to buy houses), will i be able to rebuild a new neighborhood in its place and purchase new houses? because for some reason my game still will not let me do any construction of my own.

Do you mean that you can't build foundations and walls for new houses?

yup. i also can't add/change any windows, doors... basically, i can't do any construction at all.

Are you using a no-cd crack? This will prevent you from building. Just use the cd to play.
