employees cant be managed!

well as it says in the game, if i need to gie them a raise, breaks or assign uniforms , i clicked on the employee, but there is not management option.!?!?!
some body please help me....
i would be amazing if someone could give me a solutuon to this.
and do i need to buy uniforms etc ?
