Is there anyway using Bodyshop (or some other free userfriendly tool) that I can allow, as an example, an adult female to wear clothes only offered to teenage girls or vice versa.
I can swap textures in bodyshop for some things like bathing suits and such, that are skin tight. What i would like is to "share" dresses or other items of clothings that have more unique shapes.

You could make the same outfit for a teenage girl and adult female - if you look under my profile you'll see that I have some pajamas that I first created for adults, then converted for use by teens - as well as a dress that Maxis made for teens that I made for adults, children, and toddlers...
But in order for clothing to work across age groups, you have to make a new mesh - you can't just change a number somewhere, for instance, to say "this also works for teens." Well, technically, you can, but an adult body won't fit on a teen, and vice versa - the neck just totally won't match up whatsoever.
The only thing you can do simply to do cross-age-group clothing is for young adults, adults, and elders, which all use the same body so they can share clothing. There's a tutorial by Faylen on how to do that in Body Shop Skinning.
If you want to do a real clothing conversion doing a new mesh you'll need to check out the info in Body Shop Meshing - a conversion from adult to teen is generally relatively straightforward (compared to a conversion from, say, adult to child) as the bodies aren't too far off in proportions, but if you want to do it right, you need to take care to keep a teen body shape, which often means "frankensteining" in only the distinctive parts from the mesh you're converting, so the body otherwise stays the same.
