half steps to decks not appearing in base game

i recently reinstalled just the base for sims2 after finding out my video card wouldnt run any ep's. my prior installation worked fine but now i have no steps appearing to enable sims to enter houses with foundations or onto decks. the only custom content i have installed have been skins and furniture nothing in build mode and i have no hacks installed can anyone please tell me how i can fix this? please and thank you :D

It sounds like your install didn't install all the files correctly. I suggest (after backing up your downloads), doing a clean install following the directions in this faq: http://www.modthesims2.com/article.php?t=139059
