So I want to make a set of default lipstick, but I have no clue how to do it. I've fairly familiar with SimPe and have done other things on it. I would probably be using some set of Bruno's lips. How would I do this?

They'd work the same as other defaults, so if you can follow any of the other tutorials regarding that for skins eyes etc., the process is the same (except with lips there's only a single texture to replace).
This one (http://www.modthesims2.com/showthread.php?t=194390) is for skins, but explains well how to replace textures.

To find the lips you want to replace, from SimPE you'll have to open:
ProgramFiles > EAGames > TheSims 2 > TSData > Res > Sims3D > Sims07.
Near the bottom of that list of textures you'll find the lips. They are named
"uuface-lip-<specific name of lip colour>"

how do i put in the new alphas to go along with it? because whenever I open the current picture in the second way (which has no background pic around the lips) it puts a white background around it so then when i open the file the whole face is white but the lips. so is there some way to make an alpha to go with the new lips so that won't happen?

You need to make the background transparent. Save the file as a .png to keep it that way.
