Do you have the roof view up? (Sorry if that is too obvious, but it's an easy mistake to make)
Make sure you don't have any fences or half walls in the outer wall of the house. They can't support a roof. And make sure the walls are solid. If you accidentally left a gap you won't even get an auto-roof there.
Go up until you see grid squares on top of your walls. Then select a roof you want to add. You can click and drag from one side to the other, but make sure you are hitting the gridlines on top of the wall (Unless you want to put some roofing on the ground to make the building look more run-down. ) Or you can click auto-roof if you are feeling lazy or just want to make sure a roof will go up there.
The auto-roof tile is actually flooring, so if you want to undo it you take it back off as if it were a floor.
(Which reminds me:auto roofs also don't put a roof over a section that has flooring on top of the walls.)
If your view is all the way up at the highest level you can get to; you have no extraneous gaps, fences, or flooring where they shouldn't be; you are in roof view; and you still don't even get an auto-roof to work this is getting into technical problems.
