question about the new town

I live in bluewatervillage, but no matter what I do I cant go shopping in the new town or visit any lots in the new town, from bluewater village, what do I do?

By the new town do you mean Riverblossom Hills? If you are then it is because that is a completely new neighbourhood, and not a sub-hood like bluewater village, downtown, collegetown, etc. The bluewater village your sims are living in isnt linked to Riverblossom Hills meaning they can't visit anything there. There are probably some of the community lots in the houses bin so you can put them down in your current bluewater village.
