Can i make my sims live in the vaicaiton areas?

No. Cant be done. You could perhaps maybe simulate them living there by booking the longest vacation that you can and then adding days on to that by using the Insim. But living down in a vacation hood, as you would a regular hood, as far as I know, cannot be done.
