I thought it was great that FT came with a randomizer for the NPC's- so they could be more unique. I got a young nanny the other day- blonde and kinda cute in a frumpy way. She still had the old lady dress on, but she wasn't old and grey. But I went to the book store in town and found that the employees were wearing a CC hair that was meant for women. Least in my game its what I could use on women- hair band and a bufant. It was a tad disturbing to see the cashier all smiling in his dark skin and a stark white/greyish bufant.
So is there a way to control what they can and cannot use hair wise, without deleting files from my dl?

well i dont have ft but what i do currently is use insim select them then make them use a mirror to change their looks youd have to wait til its updateed though to be safe...or i guess go the longer route and chnage the npc with simpe which your not limited to just hair and make up that way other wise i dont know how to make hair non townie friendly i know many eyes arent unless made friendly but im lost on that =p

I don't have FT installed yet, but one thing that can be done (at least in my game) is to "un-bin" hair that you don't want on NPCs (using the Color Binning Tool).
From your description you are using this hair (http://www.modthesims2.com/showthread.php?t=263048) where the white recolor is binned (blonde) thus making it available for NPC use.
