For a house of more than two levels, I often like to place the staircases exactly above one another. In Sims2 this was easy with the modular stairs (or with the static kind if you used move_objects) but I can't seem to get them to do it in Sims3. Has anyone else succeeded?

I have, over 3 levels in fact. But from my experience, you have to start at the top, as the stairs have to have tiles placed where the stairs are being located.. if that makes sense, once you place the stairs, all you have to do is remove the wall that the game creates and remove the floor tiles under the stairs and then do the level below it.

Thats the way i've done it and it seems to work quite well actually.

Sorry, not the best photos i know but i thought it might be better then nothing. just to show you it can actually be done

And the windows arent actually red, they're just placed there to give a better look

Ah that looks hopeful, I will give it another try. And are those half-landings I see?

Yes. Yes they are :D i got inspired by a courthouse i visited a couple months ago and it had half landing stairs going up in a spiral, thats where the inspiration for this house came from. It took me like a whole day to do.. but it ended up looking quite effective.... now i just got to finish the house
