All "building extra floors" links seem to be cancelled - help!!!

I searched for answers to help me build and put roofs on extra floors, and I found a whole list of links. But I couldn't navigate to a single one of them!! Now I don't know where to look, or where to even post this. (Moderators, please have mercy on a poor simmer!)

Can someone pleeeeeease tell me how to build extra floors, preferably without directing me to a link that may or may not work?
