blue areas=page up

Okej, my problem is that last night when i downloaded a fiole for my game it crashed. so I deleted all new files and the game worked correctly again. today when i started the game there where all these blue areas, workplaces was missing and familys and so on... SO I deleted my nhood and started a new nhood. everything works fine now but my new problem is that everytime a try to built something it all ends up at "one page up" I have had a hell buildning a house on the grass and now when i started to move in furnitures nothing stuck on the floor because everything is one floor up. I have pressed the "down page" button and it is as far down as it can get but still i cant move anything in.
Sorry its a but blurry but im off to work.

So you can't build on the ground floor.

Try placing outdoor flowers on the ground, or anything that is ground-only.
Do objects float in the air?

The blue areas is a completely different issue. Your new neighbourhood is not affected.
