How to place picnic spots?

I was wondering if anyone could tell me how to place a SPOT for a picnic so other sims can have picnics in the parks I make?

You'll see these spots in central park (I'm pretty sure that's what they are) if you delete everything in sight and try and raise/lower the terrain. These spots are 2x2 and won't be edited.

Sims don't seem to have picnics in any of my own parks without them - despite placing picnic tables.

Not sure if you can do this without World Adventures... WA makes spawners available, including picnic baskets. Might have been included in the patch that had the basements, though, not sure.

Anyway, the method is to use Shift-Ctrl C to open the cheat console, type TestingCheatsEnabled True, type BuyDebug On. That puts a question mark icon in Buy mode, which gives you access to many kinds of special objects, including an invisible picnic basket.

I might not have looked hard enough (hard when you don't know where it is) but it doesn't appear to be in the debug buy section. All the seeds and bugs are (makes my seed spawner download redundant) but no invisible picnic basket :(

I also can not find it :( Would be nice if someone would point into right direction.
