I tried looking around a bit to see if it is possible or not but couldn't find anything. What I want to do is recolour part of the skirts of sims so that it's not just a black hole under them, find it annoying having a black abyss when they sit or lye on a bed etc.
Like I said I looked around a bit and didn't see anything about it and haven't seen any mods that had anything similar to it either from what I've looked at.

If it's possible let me know and maybe give me a nudge in the right direction to how I would do it, thanks. ^-^

That part is actual flat but recolorble.
you can use CTU to clone the particular outfit, extract the textures(base and specular) and edit them.
The parts your looking for are 90% of the times mapped under the right sleeve/hand on the left side of the texturefile.
If you own Milkshape you can also extract the meshes, open them in Milkshape and have a look on the uvmap were the part is preciesly located.
