Pull his eyelid height down some, so his lower lid touches the lower part of his iris.

He's off to a great start, but I'd say that as well as fixing his eyelids so that the lower eyelid isn't so far down from the iris, he also needs smaller and slightly darker eyes, a wider jaw and a shorter nose (maybe pull both his nose and mouth up, as he also needs a slightly longer chin).

I think you need to lower the definition of the nose a bit. Rotate it down a bit til the nostril holes are only just visible. Bring the nostrils down a little. Enlarge the tip a tiny bit. (depends on how it looks with the definition lowered). Lower the nose mass a little too.
Also lower the definition on the nostrils just a tiny bit more.

I'd widen his jaw slightly and use bella3lek4's jaw line width to narrow the jaw line a tiny bit.

I think his cheeks need a little filling.

Man I didn't realise how droopy the actors upper lids were.

Whereabouts is the slider on the shape of the eye? I think it needs to be to the left quite a lot to make the eyes a bit squinty. Bella3lek4 has some good eye sliders that might help you lengthen and narrow them too.

He has very droopy eyes in real life, but you may need to just undroop them a little on your sim because of the overhang into the upper lid.

He needs a narrower mouth.

Am looking forward to this, I love True Blood and I have HystericalParoxysm's Sookie and was going to try to create a Bill for her myself but have been too lazy, so I'm pleased to see that you're doing him. He's off to a good start, I'm sure he'll look great with the necessary tweaking!

(BTW, I also have your Lafayette - nice job! Am little by little putting together a True Blood household!)
