Are there more than the default Terrain tools?

My Girlfriend swears by this: she says that last time we had sims2 installed she had a terrain tool that allowed the raising/lowering of tiles, without stretching the tiles around it, sort of a simple up/down tool that covered the whole tile, not just one of the 4 points.

is this true? and where can i get it if so?

Yes, if you click in the center of the tile it should lower or raise the whole tile. (Assuming there is no floor on top of it.) But it does affect the tiles nearby.

thanks for that( it has helped me loads), still, if anyone could tell me if there are more than the default tools, that would be cool
