Can someone list me some decent fighting games for PC?
I've noticed that all the latest fighting games are on ps3/xbox360 only and I've only got a crappy ps3 80gb which I'm about to toss out because Sony doesn't do bug fixes for it anymore.

Where have you heard that information?
Sony is most certainly still doing updates applicable to their entire Playstation 3 SKU lineup. I wouldn't throw it out at all.
Anyway to answer your question the best fighting game on the PC is far and away Street Fighter IV.
Lord knows exactly why Capcom made the decision to port the game from PS3 and 360 to PC but they did and bless them for it. The game looks better and runs smoother on a solid PC.
Now you'll probably know that Super Street Fighter IV has been released on console. Unfortunately there has been no firm announcement regarding SSFIV's release for PC but it is a fairly safe bet it will happen - so you might want to hold out for that instead.
Unfortunately there really aren't that many fighting games on PC though it is possible to hunt down Melty Blood and some entries in the Guilty Gear series too. Unfortunately these are quite low res and while enjoyable games (particularly Guilty Gear which is one of my fav fighting series of all time) do look very dated as a result.

SF4 is just a bit hard to play it with a keyboard. I've tried it and it's really hard that way.

Which is why you grab a joystick or gamepad. :)
All 360 gamepads/sticks work with PC and a goodly number of the best PS3 sticks also work on the PC.

In the above I have my Fighting Stick EX2 (360) hooked up to my PC but that photo's quite old. I now alternate between my Mad Catz Fight Stick Tournament Edition (360)...

...and all work no problems on PC. Just plug and play.
P.S. The HRAP3 mod was simply putting better Seimitsu buttons in the case. No modding is required to make it work on PC - it does that out of the box.

Put simply it is one of the best (if not - the best) out of the box joysticks you can buy.
A big hoo-ha was made about it when it was released for a number of reasons:
The stick was officially sanctioned by Capcom and was used in heavy marketing pushes for Street Fighter IV
Mad Catz has traditionally been known as a poor third party controller manufacturer and this was the first time one of their products was built to be the best of the best
The stick had been developed in consultation with pro SF and Tekken players
The design was based on the Viewlix SFIV arcade cabinets - giving the most authentic SFIV feeling available in the home (not that it really matters much outside of Japan since the arcade scene is largely dead everywhere else)
The system uses genuine Sanwa parts for the stick and the buttons themselves (Sanwa and Seimitsu are considered the creme de la creme of professional/industry joystick parts - the choice between the two companies is largely based on taste but have Sanwa or Seimitsu parts in your system and you know you are playing with the best)
Popularity - this thing flew off the shelves. It was originally intended as a limited release but popularity quickly saw supplies plummet and the only sensible response from Capcom & MadCatz was to keep making them.
Made for modding - even though modding your stick voids its warrant this stick was designed to be incredibly easy to take apart. As mentioned earlier, the choice between Sanwa and Seimitsu parts is one of personal taste. Many dedicated fighting game fans prefer the feel of Seimitsu buttons over Sanwa (I'm somewhere in the middle which is why my TE uses Sanwa but my HRAP3 uses Seimitsu) or different gates for their sticks, etc. By making this stick so easy to mod Mad Catz ensured they were keeping the hardcore happy.
Cost - EXPENSIVE - You could buy base model 360 or Wii for the price of these things when they came out.
In the joystick world nothing has been as big a hit as this stick. While it is arguable that additions such as the 7th and 8th buttons could actually get in the way, many of these potential bugbears are easily modded out (and most people will have no problem with them anyway). There is only one stick that can compare and that is Hori's HRAP SX and even then some of the additional features such as game locks and placing the start and select buttons off the face still give the TE the edge.
*ahem*
In other words it was just a massive success and for good reason. I love my TE.
