How to edit neighborhood terrain?

Hi, I just got the latest patch so we can finally place our own lots around the hood. YAY!

However, does anyone know if there is a way or a mod or cheat or something that will allow us to edit the neighborhood terrain? In Al Simhara I want to create a remote island tomb accessed through a well in a hidden room below the Great Sphinx, but... I need an island to place a lot on first. :(

Yarly. It is so.

Only way to edit terrain is with CAW, and for that you need to create your own world from scratch... you can't import playable worlds.

Aww man, this sucks. I demand a cheat like there was in TS2 :(
