Package files won't work, what am I doing wrong?

I read the wiki guide on it a dozen times, period by period.

I'm 100% sure that the location is right. I attached screenies of the Sims 3 folder, Mods, and Packages.

As for the capitalization of the resource.cfg file, it makes no difference.

Not even the no sparkles mod works. I installed it to use as a debug to see if it were my particular packages that were broken.

I downloaded the resource.cfg file from the sims wiki, but...

Patch your game - it should be 1.14. Yours is 1.2 which is lower than 1.14 - you can patch via the Launcher or there's links here: http://www.modthesims.info/wiki.php?title=Game_Help:TS3_PatchingBG

If you download the manual ones you'll have to do it in three steps, looks like - Region 2 1.11.7 from 1.2.7 and then Region 2 1.12.70 from 1.11.7 and then Region 2 1.14.11 from 1.2.70

*blinks* Wow, all this time I had misread the patch number. I got them mixed up, rofl.

Ah well, thanks for having the patience to guide me through the patching. :)
