Red 'Hood/Shadow...What do I do? D:

Hi. I searched through the FAQ and it told me I need so reinstall my game.
My neighborhood is flashing red, my sims are so overshadowed I can't see them, and it makes me a very sad panda.
I know that for the red flashing I need to reinstall, considering I do NOT want a new graphics card (I'm poor! >O<) and I want to know two things

A) Is there any other way to fix this,
or
B) What is the best way to back up my files? I need too, but where/how do I access them and where do I keep them when I reinstall? D:

A) Game_Help:Red_Flashing_Walls - Everything known to fix this is there.
B) Game_Help:Back_Ups You can also just drag all relevant folders to your desktop.
