How to make promotion harder to get

Hello, I'm looking for any multiplier or anything that applies to get promoted in job. What I've found is PromoteDemote XML file but there I can only change multipliers that are connected to different traits - for example, for ambitious sims it's 1.2.
Does anyone of you know how can I make promotions harder to get?

I know that something like this is included in the "big" mods out there, namely AwesomeMod and NRaas. My only idea would be to have a look at their tuning to learn more. I suspect it should be an easy thing to tune once you've actually figured out where to find it! :-)
