Hi guys I googled moving sims to a new neighborhood and found a link to a tutorial on mod the sims.Problem is it's filed under sims 2........ It was saying how you really shouldn't just move your sim family without cleaning them with sim pe first. My question is do I still need to do that with sims 3? Like I said the tutorial s filed under sims 2 so I decided I'd ask before I went ahead and um used that sims pe thing. Also is it ok to use sim pe for sims 3 or is it a sims 2 tool only? thx alot :)

Just make a copy of them. and they'll show up in the sim bin for all neighborhoods. go to the neighborhood you want, and move them in. Does that answer your question?

You know thats the way I want to do it but from reading that guide it may cause issues though that guide is for sims 2.I was wondering if I can just move em and not have any problems or if I gotta do something special?

The sims 2 issues do not apply to Sims 3 :) You should be fine. Your family will of course lose all extra-family relationships... but if you want to move a group of families and preserve relationships, you can use Twallan's "Porter" mod: http://ts3.tscexchange.com/index.php?PHPSESSID=c9db2cf04521c758d2deaf524f7ab3d6&topic=4682.0
On your other question -- there's no exact equivalent of SimPE now; we have a suite of tools, but S3PE has most of the functionality. You can find it at Inge and Peter Jones's site, Simlogical. http://dino.drealm.info/den/denforum/index.php?board=19.0

Thats the only way I could get Late Night to run on one of my profiles. I had a populated house and planted it. It didnt crash again. Its bweird to see the same charactors in different phases of life in both neighborhoods.

But do all of the Sims's skills carry over to the other neighborhood or start at 0 again?

Skills should carry over, yes.
