I've looked and looked through the game files trying to find the neighborhood terrain paints. I found what appears to be bump maps, but no colors. I have also searched MTS for an explanation of where this is stored, but I didn't find any discussion, but I did find a few mods, so I know somebody's figured this out.
I downloaded some terrain paint mods to study them, and I have considered simply cloning one of those, but I'd rather know what I'm doing. (I want to replace the desert terrain paint with something yellower -- California as opposed to Arizona).
