Can't extract .package files?

I'm trying to extract a .package file into my packages folder and I'm getting this thing pop up that says:

! C:\Users\KATIE\Downloadss\sims3\MTS_Rick_926856_nointro.zip: Cannot create nointro.package
Access is denied.

This was my first try at any sort of CC on TS3, can anyone help?
If it makes a difference, here are the steps I used :
I downloaded the file to my CC folder
Clicked "Extract files..." (using winRAR)
Selected my Packages folder in the sims 3 folder in Program files
and then that's what popped up

Windows Vista and Win7 have restrictive user privileges that make extracting anything into Program Files difficult. But that is irrelevant, since custom content no longer goes in the Program Files path.
