NPC wont move in

Ive made my apartment marked all the NPC doors but no one is moving in so my sim is all alone in the huge building :[ what did i do wrong?

Are any of the NPC apartments occupied? It can take a long time for all to become occupied if you have a lot, and then the game may prevent all becoming occupied if there are too many. How many NPC doors do you have in that apartment, and is there a clear path of public zoned area to those doors?
