I want to make a private club for rich sims. I wonder if it's possible to make one? I want sims to have to pay a fee to be able to be members of the club.

You need to place a vip rope in front of the door (found in build-community objects-misc objects).
Then ctrl+shift+click the rope and adjust the settings to your needs. You can set how high celeb status you need to have, how much to pay to get in and so on.
