I there a way to combine a residential lot and a non rabbithole community lot, like a hangout, together? Or even a non-shell apartment and a nonrabcom(copyright 2011) lot? Would be useful for places that have a business on the ground floor and living quarters upstairs or behind the store front.
I tried once but never got it working.

Sorry but I don't believe that's possible. With residential lots, Sims usually won't visit unless invited, except for service Sims. Even if they do visit, they will ring the doorbell but won't come in unless the Sim who lives there answers the door.
With LN, it's possible to designate certain areas as "public rooms," but even then I'm pretty sure Sims don't visit autonomously.
Also, objects that would spawn a service Sim (such as Mixologist or Pianist) won't because that only happens on non-Residential Lots.
I can understand why you ask this question. It would add to the realism. I wish it were possible.

I've always wondered how that public marker worked because I've had apartments where random people who didnt live there would come and hang out in that area. I wondered if that can be used in a regular home to achieve the same effect. I think I'm going to test this
As for the registers, maybe a mod might be able to make them work on residential lots.

I haven't tried this, so don't know if this will give you the effect you want (or even work), but... you could try having sims "squat" on community lots as if they live there, as laid out in this post:

So create a norabcom business lot, then have the business owner "squat" in the apartment above the store. I think your sim would have to have a real home lot, but it could simply be an empty lot with a mailbox where mail and bills are delivered.
To get around the limits placed on cooking on community lots, you might also want to add these mods to your mods/packages folder:

http://www.modthesims.info/download.php?t=407837
And add a working phone with this:

I'm not sure how to get around the inability to lock the doors to your apartment, though; you may have to live with other sims going through your stuffs...
Let me know if this works.
