If there are -none-, that's weird. If there's only a few, it's usually because you have a lower-end computer (or the game thinks you do). For a higher-end one, it fills out the bars and clubs quite nicely (with my old PC, which wasn't too shabby, I'd get around 10-15).

maybe you play it on a laptop???

my laptop, where I install all Sims games, is under the minimum requirements, and my game can never generate any person for visiting clubs and such. So, it depends on your system... ^_^
