I was wondering how prom is triggered in generations and how to find the XML (if it uses an XML) that does it. I have never had a prom, and I was really excited for it.

The PromSituation XML has a couple thingies on this:
<kChanceOfSchedulingProm value="0.50">
<!--Range: 0 - 1 Description: The chance, per day, that Prom is scheduled-->
</kChanceOfSchedulingProm>
<kCooldownTime value="14">
<!--Range: 0+ Description: The cooldown, in Sim days, between Proms-->
</kCooldownTime>
According to this the prom has a 50% chance of coming up every single day, but this is a quite large number, the prom should come up all the time if this is all there is to it. Maybe there are some specific conditions that need to be met before this 50% chance will come into play. Anyway, this 50% could be modded to 100% obviously.
The 14 days is a waiting period if one has actually gone to the prom; then it's 14 days before another can possibly occur; this could be changed to a lower number if one wants to go to proms more often.

Then I'll just mod that, see what happens, and poke around in the school files. Possibly one must wait 14 days after going to school to get a prom situation? That would explain it since my teen lifestage is only 6 days. Thanks for your help Shimrod!
By the way, I just downloaded a ton of your mods. They are amazing, just like you! :)

Glancing at the code, the only additional condition seems to be that there are teens in the household. Fifty percent does seem like a high chance, but I have to say for me I had a prom very soon after my kids turned into teens and then again shortly before they turned adult. (Actually by the time the prom rolled around one had already turned into an adult, but the game still pretended that he went, so I have a prom photo of my teenage sim and his adult boyfriend wearing speedos because he was on the waterslide; it would have been really funny if he'd been in the shower at the time.)
Btw, if you want to force a prom, you can use Twallan's DebugEnabler on the School and select "Throw Prom".

actually, I did mod the probability to 100 percent. Even when my teen did not go to school, I recieved a prom notice. Thanks, both of you for your help. Maybe I'll upload my mod myself.

Here adre, and anyone else: I have extracted and attached the xml. just tune it to your liking and place it in your packages folder.
