Can you Prepopulate a World with just S3PE?

I don't really want to download a bunch of mods to upload Sims to my CAW world. I heard that somebody has done it before without mods, and I was wondering how? I also heard that they may have just done it with S3PE.

So, if I can prepopulate a CAW world with just S3PE, can somebody please tell me how?

No, you would definitely need a mod to enable the debug menus at the least to populate a world, as you need to be able to spawn sims in EIG.

(you might have seen that tutorial on the Pasimfic wiki also)
The only mods you need are script mods- you do not need any core mods.

If you don't want to download mods to prepopulate your world then you could always set up a savegame file to go with your world, that has the sims in it.
