Maybe...Is that where the new monthly contest will be posted when the winner is announced or is it somewhere else. (the one in in the news flashes at the top of the home page)?

Monthly themes don't have winners. :) The original news post gives the tag for theme uploads - if you search for that tag in downloads, you'll find 'em.
