Starting Families have 1 mill sarting money

I was on Earlier today and i saw a mod for when yo make a family they start with 1million sim. and there were some other perks like if you are a couple or have kids things like that. but now I have just spent six hours looking for it and i cant find it anywhere.. even checked my History tab on my net browser window QQ. Can anyone help me.
