Does it mean playing each household in a neighborhood with the same number of sim-days?

Yeah basically. Some people play each household for 1 sim day others may play for a full sim week. It just helps to keep ages in sync with each other.

oh, because i play each household for 2 sim-days.

No, silly, some of them play 7 Sim-days, you play two, someone just one, I 'til the newborn dies of old age (without cheating)...
So, playing by rotation; adult Sim moves out from his parents' place. He marries, and has two kids. If you don't play by rotation, adult Sim's kid would have two kids, and her kids would have their own kids... (with a condition that you play only that household). But hey, what about parents of the first Sim? They can have great-great-great-great-great-great-great-great-great-great-great-grandchild wich is getting married now, and they could still be Sims with one day remaining as adults.
It's like a Story Progression (I think) in The Sims 3. Just that option synchronizes other households in game automatically, you don't need to play them.
I'm not really that kind of player. I have three households. And... you know. When grandparents are supposed to be elders, I age them. And. Yeah.
That's playing by rotation (actually, I just learned this! Never had any idea what it is).
