Modifyneighborhoodterrain level error

I am having this problem when I go to level my neighborhood.

I select the land that I want to level, I press the backslash and nothing happens. I can see that the land is uneven.

The neighborhood is a custom hood that I created. It is surrounded by water and three bridges connect it.

Is their a restriction on it?
