Your graphics card is not supported for TS3, and since you have 32-bit Windows, you will always be under the minimum required RAM - until you upgrade your OS, that is. You're not going to be able to play TS3 well on that machine.

Your family has a thing for 32-bit operating systems, huh? We would need to know how much memory is actually physically installed in the case - check the receipt or ask whoever last upgraded the machine - since, again, the operating system can only "see" 3GB of it.
Apart from that, though, the CPU is great, the graphics card is not amazing but should cope as long as you're being careful - so, if there is a decent amount of RAM and you can upgrade the OS, that machine can play TS3, yes. It will need upgrading when new EPs come out, and it won't play flawlessly. Decide based on that whether or not the price your uncle wants for it is fair.
