WCIF (TS3): Mod that allows locking doors/gates on community lots

Just like the title says, I'm looking for a mod that allows/enables the option to lock doors (primarily fences gates) on community lots. I searched the downloads section here and some threads, but everything is for TS2, and I need it for TS3.
