Wcif: No Wild Horses

I have the .package. It's called "No Wild Horses.package". No idea where I got it from. Googled up and down everywhere and nope, can't find the source anywhere - plenty of mods to get rid of ALL wild animals from the game but none specific to horses. I do not understand why this is impossible for me to find again. Who made this mod and where did it come from.
