Like gnome!It has one project --- bestowal.

What gnomes are you seeing (there's a full list here (http://sims.wikia.com/wiki/Gnome))? Some actions the sims do will put a gnome in to their inventory (such as washing clothes, inventing, sculpting) which you can just drag out of their inventory or drag and sell. Their only clickable action while in a sim's inventory should be to give as a gift (bestowal).
