I have Photoshop Elements 7, and I'm wondering if that would be enough for editing the textures for creating clothing.

What matters is what features it has - can it do multiple layers and does it have a variety of brushes where you can change the fuzziness of the edges and the opacity? If so, it should be fine for editing textures. You may have to use another program to make them into DDSes, though, depending on what program you're using (I think TSRW can build your DDSes for you from PNGs?) but you can always make up your textures in whatever program you prefer and then take them into something else to make the DDSes.
You can also try Paint.NET and GIMP - they're free, and can do what ya need. GIMP definitely can do DDSes, though it's a little awkward about it.

Coming soon in TextureTweaker is the ability to join a normal color image (most formats) with a seperately created image to use as alpha channel (will turn it into greyscale for you, so any image will do for alpha) I made this feature cos I really hate the way 4-channel/DDS editing is implemented in most image editors!
