How do i fill construction hole in bridgeport?

in red area it is a construction hole.

it is very ugly and waste lot of space.
how to fill this ugly hole?
or
what you do with this ugly hole?

See if you can remove the crane and scaffolding and then maybe place a lot there and level the ground. Can't think of anything else, sorry.

I don't think you can place lot there... because EA put a non routable terrain there.
