Not sure if you can see from the picture, but ever since I patched to 1.32 (I skipped 1.31 since I heard there were problems with Simport so I waited until EA fixed it), every time I went to edit town mode, the edit town UI will just stay there and interfere with the other UIs no matter where I went (CAS or back to game) and only restarting the game removes the edit town UI. Whenever I go back to playing, the edit town UI covers the sim panels.
Please help!

Sims 3 - Incompatible CC
Every time you patch or install a new EP, most of your hacks will need to be updated or removed. If you are having any kind of problem and you've just patched or installed a new EP, remove all your custom content and delete your cache files (http://www.simswiki.info/wiki.php?title=Game_Help:Sims_3_Delete_Cache_Files). Then, unless the problem is specific to one sim or lot, make a new town and see if the issue occurs there too.
If, having done so, the issue is fixed, then you have some incompatible CC. Any hacks - things which change the game's behaviour - are likely suspects and should be updated or removed; things like objects, clothes, hairs etc are generally safe.
Have you just patched? Have you updated all your mods?

Yes, all my mods have been updated since I only use Twallan's mods. I've already done everything- clearing caches, moving CC and mods aside, and the overlapping UI is still there.

Please go through this FAQ and follow the instructions, doing each step in order and not skipping anything:

Most issues with the game can be resolved by following those steps.
Then do the FAQ and test on new game on new user folders...

Well, if that little titbit was shared right up front explicitly, I would have pointed out that any corruption still occurring with new clean user folders point to corruption in the Program Files themselves and only an uninstall, reinstall, repatching could solve it. Instead of all this back-n-forth.
I can't read minds, you know. Nor do my PC have mystical powers to know what your PC has done or not done.
