WCIF A small 'Late Night' town/world?

I'm currently looking for a small/medium sized town/world that is filled with night life. With tons of clubs, bars, and whatever else. I have all EPs up to Pets (but the pets glitch for me, so if possible, no towns with ready made pets please).

I would like it to be populated already, but if not (as long as it's a really nice world), non-populated is fine and quite a bit of free space to put my own lots so it's not all cluttered.
