I got The Sims 3 recently and I downloaded a bunch of CC from MTS including this one:

Shortly after, I started getting a bug where, when I called to hire a butler, hundreds of them would start continually spawning just outside my lot.
Here is a picture of 10 butlers hanging out in the middle of town:

They all have the butler interactions available, but when selected nothing happens. None of them actually come onto my lot and I don't get the option to set a bed for them.
To test which mod it was, I removed all of my custom content and added it back selectively. I also tried reinstalling my game.
With a fresh install, and no other custom content except the "Cooking and Ingredients Overhaul" mod, I get the bug. If I take that mod away and add in my other mods, there's no bug.
Anything I can do to fix this? I would like to use the mod. I have WA, Ambitions, and NL. I am up to date with patches.
