Where is Jim Helaine?

My computer fits game reqs and I've had only 1 issue with file corruption stemming from the system losing power during a save. I have some custom content - CAS stuff and the mod that removes the video at the beginning of the game. Game has latest patch (such that it is) and no other issues with missing sims.
Not knowing exactly what went wrong or when, I'll start at the beginning. I exited a house after having two sims try for baby. I was involved in another lot, but kept tabs on the couple via the family tree of the uncle I was playing. The couple had triplets - which I noticed because there were already 6 sims on the lot and I was thinking that there could be only 8 total sims on a lot. The infant images updated to toddlers fine but something appears to have gone wrong after that. When I went to play the lot the two girls were children, but the boy, Jim, had disappeared. He was still present on the family tree (not dead) but not on the HUD or on the lot anywhere.
Troubleshooting Thusfar:
There are reports of babies and toddlers being carried off the lot by visitors - so I checked every family in the neighborhood for an extra toddler - no such luck. I used resetsim and checked the lot for a misplaced toddler (read someone found a missing toddler stuck to the roof) - no Jim. There was also no option for Jim's dad to change his name at city hall.
He was still on the family portrait and I found a thread online that said splitting the family would make the missing child reappear in the move menu. Tried it, didn't work. I thought maybe there was a problem with there being so many sims on the lot (8 not including the missing boy) so I split the family anyway. Not only did Jim not reappear he disappeared from both family portraits. I used 'make me know everyone' on Jim's father to see if I could at least locate Jim - still nowhere.
Memories of him are still present in the family scrap books, no memories having to do with a social worker removal (no experience with this - are there memories of this?) and he is still not showing up as dead anywhere (family tree has him in color, no grave in neighborhood) and I had the family attempt to adopt and the adoption worked - so I'm guessing Jim was not taken away by the social worker.
I tried then removing all custom content from the game and loading up - still no Jim. His image did update when the custom content was removed - his hair and shirt changed, I'm guessing they were originally CC. Cleared game caches and loaded up - again, no Jim.
The solutions I've found thus far involve inviting the missing sim over - no option for that in this case. I hoped to find a CC 'summoner' like there was in Sims 2 with insim - have yet to find any such mod, but will keep an eye out. I'm pretty sure at this point that Jim is terribly glitched or something and beyond recovery, but any help would still be very appreciated.
