I'm going to try and make this explanation as short as possible...
I decided to start a new neighborhood (I get bored pretty easily) first I created the Mellark family which is a married couple (Jason and Lacey) and their toddler (Larrissa) I moved them into an apartment complex (I don't have AL so I just made my own apartments) Then I made Stacey Hart and moved her into the apartment above the Mellark family. The Mellark's easily became friends with the loveable easy going Stacey, Jason and Stacey got very friendly. When Jason made it clear that he was breaking off their affair Stacey poisoned Lacey (unbeknownst to Lacey and Jason) grief-stricken they turned to Stacey who of course comforted them. After some time Jason and Stacey got married.
Then I created the Ballard family who met Jason and Stacey only once when they moved in and only through the greet everyone action. They have absolutely no daily or overall relationship with Stacey what so ever. Since moving in the Ballards have had a little boy. about a day after his birth the couple was asleep in their bed when Stacey breaks into their house walks into their bedroom, stands over the sleeping pair and proceeds to mumble to herself and point at the wife. The mumbling wakes the couple up and Stacey runs out of the house as they jump out of bed. It was way creepy, did I create a psychopath/serial killer? I had planned to have Stacey live out the rest of her life with her family and never kill again, but now I'm thinking I may need to build a jail so I can incarcerate her for the protection of the other sims.

I think it's pure imagination, but that's the fun of Sims. A little work can make Stacey kill again, or not. It sounds like she's ready to repeat her crime and marry a third husband.

I think you created a great plot for your neighborhood. Stacey may end up with a lovely headstone-filled garden and the Grim Reaper on speed-dial (Hey, it worked for Olive Specter!). She'll need to watch her mouth a few husbands in, though: referring to her previous relationships as her "first late husband" and "second late husband" and so forth will end up raising more suspicion than sympathy.

The jail may not be enough to keep her reined in, though: sims have a tendency to slip out in order to visit community lots.

From a game mechanical viewpoint, sims who want to interact with other sims who are occupied will go stand next to them, often for interminable periods (you can see this when townies mob your active sim when he's trying to get engaged and not remotely interested in them; if he were out looking for a new person to hang out with, of course, they'd find something more interesting to do elsewhere). If you look in her action queue, you'd find out which sim she was interested in, and whether she wanted to poke them or congratulate them.

From a story point of view, it's up to you whether she's evil or not; but it sounds pretty irresistible to me!

Thanks Guys, I think I've decided on a story line. She has become obsessed with the idea of passing her genes off by having children with as many men as possible. but in order to have the children accepted into the preexisting family she kills the wives, so the rest of the family comes together in their time of grief to care for the new child. What do you think?
