Outdoor lights not working

Lately I've been into creating lots, and I only just noticed that I can't for the life of me get outdoor lights of any kind to actually emit light. I've tried turning off every other light in the lot, deleting them, setting them on blacklight and back to normal, colors, everything. Also tried fencing the outdoor areas in question so that it would be considered "indoors". Nothing short of completely walling and roofing the area will do any good.
I do recall previously having (custom) lots where outdoor lights worked just fine, but can't really think of anything that might have caused the change.
Any help on this? From a quick search it seems like it's a bug that has dragged on for quite a while without a fix.

Well, I suppose you could try going through the Game Problem FAQ here: http://www.modthesims.info/wiki.php?title=Game_Help:Sims_3_Game_Problem

You might get lucky and discover that it's your user files or a bit of CC that is causing it. If it's a bug, EA has to fix it (unless a modder gets tired of waiting.) If it's something at your end, you can get it fixed much faster.
