Stadium/theatre proprietor?

I can't seem to get the summon proprietor interaction on the stadium or theatre. I keep clicking on them at all different times and its never there... The proprietors at the park and other smaller venues are all there. The singer is level 8 (as far as I know this is when you can play big venues!) and playing in Appaloosa Plains if thats relevant.
